Dr. August Bielka, Knight of Karltreu, was a physician from Nový Jičín, personal physician to Emperor Franz Joseph I, patron and founder of the Municipal Museum in Nový Jičín.

In 1861, Dr. Augustin Bielka became one of the members of the newly established Vienna Medical Doctor's Association, making him one of its oldest members. The difficult conditions of studying in Vienna were probably the impetus for Dr. Bielka's later active work in the Nový Jičín Association in Vienna, which supported young people studying at Viennese schools.

In the second half of the 19th century, the situation in the city was more than critical, and wages were barely enough to cover the basic expenses of workers. That is why working at the imperial court in the ancient Hofburg was highly sought after and privileged. Despite the low wages of ordinary servants, it meant one important factor – social security and financial support. However, it was very difficult, if not impossible, to join the ranks of the imperial servants. For a person without direct contacts at the imperial court, it was practically unfeasible. It was the exceptional nature of the medical profession that enabled Dr. Bielka to join the ranks of the court servants.
